Confirm a challenge group

Confirms one of this teacher’s challenge groups once it has between the minimum and the maximum number of students (and, on a paid challenge, its fee is paid). After this only an organiser can change its members, every member is sent an e-mail, and the group’s first step opens for uploads. The person themselves has to confirm it, so a client that cannot ask them gets a panel link and nothing is done.

Destructive. It cannot be undone, so your own app has to ask you first. An app that cannot ask you is refused, and the tool answers with a link to do it in your panel instead.

Not safe: the same call twice can change data twice.
